He isn't slow. Just hear me out b4 you bash me. I know SI has his 40 @ 4.51. I have seen him at Hampton and while he doesn't have a high top end speed he is explosive at the line. That is why he ran on Hampton's track team. He is an excellent sprinter. I am not saying that he will make this team, but he is a good signing. He already has one year with Parcells and may have matured some. He is the type of guy who may have NFL talent if combined with the right coaching staff to refine it.
