I can understand projecting a player is a starter or a reserve based on their draft grade but not sure how that helps evaluating talent and system fit. Not sure.

Correct and that makes total sense. The Eliot Wolf system implies/projects performance past their rookie deal for mid/late round picks.

Just seems too unrealistic and pie in the sky for players that have a 0-20% chance of seeing their 2nd NFL contract.
 
We really don’t know. This could be the work of Cowden and Streicher, and the beginning of Vrabel remaking their scouting department, and that’s something people here have been screaming about for years. This is the first Wolf has said about this, which makes think it came from Vrabel and crew.
Wolf has been talking about the new system since last year. There was a report that because it wasn't fully installed it might have saved his job when Vrabel was hired.

There are two things happening:
1) Vrabel has a vision for what kind of players he's looking for. that shouldn't affect the scouting reports. it's just what rises on the draft board because of what's in the scouting reports.

2) Wolf has brought the Packers' scouting system. It's maybe number based rather than letter based. No one outside of the organization has commented on what changes it'll make to the scouting reports.

Not really surprised they matched on Elliss. They tendered him at $3.263M. Reportedly the cap charge of his new deal is $4.842M. That's a small difference. And then you look ahead to next year and Bentley is a FA, newly signed Gibbens is a FA since it was a 1 year deal, and Tavai's contract is at an amount where you'd expect him to be cut next year unless his level of play improves (and he could even be cut this year if he's bad again or doesn't fit scheme). Elliss is a decent STer, it's low money for a team that has tons of cap space, and there's no depth beyond this year so hard to argue with just keeping him.

Yea Harold Landry is serviceable on the edge and Epps is situational. One more would be good.

As a restricted free agent, Elliss was tendered by the Patriots at the low level of $3.26 million. Because Elliss originally entered the NFL as an undrafted free agent, the low-level tender meant that if another team signed him to an offer sheet, the Patriots would not receive any draft-pick compensation unless they matched.

It was simply right of first refusal. Elliss was allowed to sign an offer sheet with another team and the Pats were allowed 24 hours to match it if they wanted to keep him. If they didn't, he'd go to the Raiders with no additional compensation to the Pats. They matched so he's staying here for the amount he agreed with the Raiders to.
