Every "saftey" rule, rule emphasis etc... that has been added to the NFL has trickled down all the way to the youth football level. The only exception that comes to mind is that you can make contact with the receiver until the ball leaves the QB's hands in College and below.

It's not just about safety. Placing the ball at the spot of the foul on a pass inference call? The NCAA doesn't do that, and the NFL is ******ed to do it because even the very best receivers drop balls and the "uncatchable" thing is so subjective.
