Is it legal or illegal to rip a helmet off a player? I genuinely don't know.

That was purely incidental his hand sort of grazed underneath the helmet area as he was going to the ground.. I don't think that was a penalty. But if you grab someones helmet and rip it off, its either hands to the face or a personal foul I think.

I dont know he might have dropped it.. when it hit the ground the ball moved a bit. They might over turn it.. I doubt it but we can hope.
