The defender basically just fell on his legs, which btw had a bit to do with it IMO as opposed to hitting him in the head or landing the people's elbow on him.

When the QB is lying on the ground waiting to be touched and the tackle intentionally dives on him rather than simply touching him, that is a textbook penalty.
