You are spot on with this. Selling teams are getting more by retaining the cap hit so that buyers can fit the players onto their roster without disruption in the short term. If it is a straight sell off, I would rather have the team maximize for the future by helping with cap hit and getting more return.Depending on what each party prioritises - cap or pick.
If Pats want to unload most of the cap then its going to be the swap of day 3 picks.

They do not have a franchise QB and are not in a clear position to be competitive for AFC championship for this year or next. They will be fortunate to beat out Jets for third place in division,
I also think that if MAC continues to regress the rest of this year, Kraft will have to consider asking BB to resign...primarily due to mismanaging the QB coaching situation.
The rebuild has taken a serious step backward this year (whether it's coaching, talent or both) and perhaps even the worse sin is that they have NO marketable playmakers on their roster. For the Bears game last week, ABC had to highlight BB as they have no exciting players to market their team on.
Ultimately its a business and if you are under 500, in last place and have no marketable players on the roster the organization will not reach its potential from a marketing standpoint.
The only way to get dynamic exciting playmakers who will stick around for a while is the draft. They do not need high priced veterans on last year or two of their contract.
Organizations that are not willing to change and innovate will not thrive in the current NFL environment (that includes moving on from BB next year if last 10 games they stay at 500 or below)

IF Mac Finishes the season looking like QB Josh Rosen a few years back he would be considered a Bust! And the rebuild would take more than a few steps back Josh Allen is only 26 not even in his prime he looks like a generation talent.This is interesting to me because I agree that they should unload cap and pick up future draft picks, however for the opposite reasoning.
I do think the Pats are in a good spot at QB. QBs often take time to develop and for me it's too early to declare who will are won't be a franchise QB in the future. I feel good that one of Mac or Zappe will make a good NFL QB.
I'm not sure I agree about the rebuild taking a step backwards. They look like they will win less games than last year, but took a step further in terms of bringing in young talent. I think the Pats took a step forward in the rebuild by adding two consecutive quality draft classes after having a long stretch of poor ones. I want to trade for more picks to continue the development of the team through the draft.
