True, but what is the metric that one should use to determine if some group is "underrepresented?" If playing the game at the high level required for the NFL is directly translatable into coaching skill, then the 70 percent figure is relevant. If being a great athlete has little to do with being a great NFL coach, then the percentage of the national population is more appropriate.That said, about 70% of players are African-American.
Picking the right coach is so much more important than draft position. The best example is Belichick, for whom the Patriots gave up a first round pick. He has been worth far more to the franchise than whomever that pick might have been.I’m just thinking out loud here, so ignore if you want, but I truly doubt a team is going to hire a HC to move up 6 spots or a GM to move up 10 spots in the 3rd round. The only instance I see this coming into play is if there are to even or nearly even candidates for the same job, then maybe it will come into play. A team is going to hire the guy they feel is best for their team (Or at least they should), PERIOD, not to move up in the 3rd round.

At some point the league should come up with some scheme to compensate teams for staff as well. Maybe force a swap of draft picks around rounds 3-5.
But organizations are also putting a lot of effort into developing coaches and front office workers. If they leave before their contract ends there should be something coming back in return.
