They may be waiting until after week 1 to sign him when his contract wouldn't be guaranteed for the year. As a vested veteran if he's on the roster for week 1, his salary is guaranteed for the full year.
The risk is that another team may swoop in and sign him.....

I don't think so. I just read at Patriots Insiders that Carter is set to retire.

If so, good for him, he got his ring with the Rams....or he could have been waiting for #93 to become available.....
I still think they bring in a vested veteran after week 1, if not on the DL maybe as a backup QB, Feeley??
