If this were the case (other teams being taped) then the Pats wouldve been punished more....thats what Goodell said. He said if there was evidence of more spying, he'd up the fine. If you were the Lions or another team that accused the Pats of spying, wouldnt you want punishment?

"Rog, you sure it's a good idea to encourage destruction of the image of the National Football League's franchise of the decade? Should this really be the story of the year, all year long?"
"Okay here's what we do - we demand
all their tapes, declare victory and go home. Tell them not to keep a copy and burn the lot of them."
Same basic result. There's no proof of either of course, and we do get the benefit of the doubt. Yes, the burden of proof goes the other way, and the assumption must be that no conclusive evidence was on any other earlier tapes. But do you see grand apologies from the Steelers or the Chargers or the Packers or the Eagles, saying "Oh sorry, it was just that one Jets game..."? Of course not.
At least with the BB apologies (plural,) and the tape-burning party by the NFL, the story just seems not to have the legs it did before. Now it's all "we'll never know how many games they cheated in...." But you can only write that so many times.
A "next cycle" is set to emerge. Either that, or <gasp> the whole thing might die from lack of fuel.
