Obviously not as much as in-season, but yes, there are new discussions on a daily basis year round between free agency, OTA's, discussing team needs, projecting the next year's roster, second guessing just about anything, etc.

If you're interested in the draft there is a separate draft sub-forum that is busy all year round too.
