Clarification regarding 'videotaping'...?

Hey all, I'm in a discussion with someone, and for my own knowlege I'd like clarification:

So yes...we (the Patriots) violated a rule regarding videotaping. My question is, is that sort of videotaping legal from other areas of the field/stadium? Or is any and all videotaping of that sort illegal?
