The law is ambiguous. That is why Attorneys go before a judge to explain why they have interpreted the law correctly and the other side did not. The trials are their playing field. The way the law is written can be picked apart.

But I would think that if this were the case (what you said above), he would have been arrested already, as no-one (including the punter) denies him having sexual conduct with her.

It would be an open and shut case if what you say is true, and the Bills would have cut him as he would be undoubtably been going to prison. So i'm not sure if what your said is accurate.

What if they're investigating rape? They have him on statutory but they are looking at rape.

The school also has an investigative police force. Especially a large public school with 50,000 students and 30,000 employees. THat's like a small city. They are empowered to do investigations and charge people with crimes.
