Watched that play happen. It was the highlight of Thanksgiving football this year.

there had to be a flag. they look about 5 yds. out of bounds.

I'm pretty sure this play happened in the 4th quarter. If so, according to the play by play, there was no penalty:

Maybe it's like Dillon46 suggested: The refs thought this was a nice icebreaker between Witten and the cheerleader and they didn't want penalize his wingman.
