For most reasonable people having coached Brady would be enough to say he can.It's also not rocket science to conclude that it is a terrible idea to bring in two bozos in over their heads to run your offense and develop your first round pick QB beyond the kid who had a half decent rookie season and risking losing the locker room but...well that happened anyway.
Some coaches can develop QB's. Some can't.

Also, the defense was a big problem and management didn't think Mora was the guy to fix it. As soon as Dungy was fired, he was immediately hired by Indy. They won at least 10 games in each year during his 7 year stint in Indy.

I like to say BB is the best in the modern age, and Paul Brown was the best from the old school.Yes case closed.
Like I said the only difference would be the non-statistical impact on the game. Like Paul Brown probably impacted the game the most out of the list above in terms of concepts. But yes BB wins hands down statistically.
