as to the second, it is official. But it's not PFW itself that's official, it's simply the transaction information, which PFW gets directly from the NFL. Not even NFL.com gets it directly.

So in a sense, without actually naming PFW as their official transaction outlet, the NFL has made it one over its own website.

You are confusing the NFL naming them as the "official" source (read: exclusive, explicit) with the transactions being "official" in and of themselves. PFW has the official transactions which are reported to/by teams on daily basis. NFL.com does not.

Could it be that they once had the official waiver wire but no longer do, hence it's not on the website anymore?

I once read (I can't find it now) that teams are required to report all transactions to the NFL, as well as to the Associated Press and a local media source, for them to be official. Perhaps the NFL doesn't distribute their list and PFW used to get them from AP, but no longer does?

It's the exact same wire. The formatting is unmistakeable.

Let's look at the Stats, Inc. (which I believe also goes to AP) transactions that the "NFL distributes:"

Those guys haven't played in 5-10 years. Show me an "official" Texans press release (there isn't one), AP transaction wire, or anything else that shows the Texans waived those players on September 24, 2009.
