Legal folks—is this correct: discovery is limited to evidence/testimony (and both sides have to divulge evidence), but neither side is required to divulge their theory of motive (or lack thereof)?

You are correct. Criminal discovery is generally quite limited (access to scenes of the crime, physical evidence, forensic reports, recordings of defendant statements). The disclosure obligation typically turns on whether a piece of evidence is material (important) to the side requesting it, and within the possession of the party subject to the request. The charges usually track the language of criminal statutes, with date limitations on the offense (compare that to civil complaints in which you are obliged to offer sufficient facts to support a claim or face dismissal). Neither side is obliged to disclose the theory of the case.
