WRs come in all sizes. Some produce, some don't.
If you drafted every combine hero from the last several years you would have a team full of great athletes......that lose a lot of games.

If any team is going to be successful, they have to play the percentages. On average faster teams are more successful. Not is not a hard rule, just directional.I could list more.

And speaking of a sample of one. So Fields wasn't fast today, so now I guess he destined to be a 6th round scrub.

He's 6-2, 212lbs so excellent size.

I was motivated to write this because I just saw his 6.8 3-cone. I might be at risk of Tim Tebow-ing him but I just want this guy on my team.

He impressed me yesterday.
He's a WR I would give serious consideration to at 31. However there are a number of others I would rate over him if they are still on the board when they pick. Banks is obviously one, Parker, Mesidore, and Ineachor are some others. Some if not will depend upon who they think they can get in the 2nd and 3rd rounds, which I honestly don't know well enough to guage the likelihood of those positions/prospects well enough to say. Usually interior OL is still pretty strong on day 2, and WR should be as well.
I think whether we go WR at 31 depends on what happens with Diggs. Concepcion is definitely a possibility. I think a future Diggs replacement that can play Z and slot is more important than an X and Concepcion is certainly that.
However, there's too much talk about an edge in round 1 to be that confident about a WR there. I think they might be thinking about the 2nd, either in a trade, or as a draft pick reserved for a WR. I'm looking at Antonio Williams, Skyler Bell or Germie Bernard in that range.
