This is where the criticism is justified. Only thing I can think of is that they liked the look or personnel on the field and didn't want Tampa to substitute or something.
The other aspect is, they were in short yardage, you can’t guarantee any yards on first down anyways and we ultimately went for the pass to close it. So that first down could have been irrelevant anyways.
