I vote WR, it is an easier position to find talent as well.
Finding a good TE is difficult, how many good ones are in the league? Gronk, Graham, Davis, Gates , Julius Thomas, Witten and then a bunch of maybes.
Best bet it to hope Gronk comes back healthy and then draft a player in later rounds to replace Hooman (maybe with a little more upside).
And do the Patriots really need another guy who plays inside we already have Amendola, Gronk, Boyce, Vereen and KT. I would rather see them get a big outside body. A guy like Ashlon Jeffrey. Mainly just a tall body
WOW....We have one of the BEST TE's on the roster and you want to waist valuble resources on another top TE....With NO proven No1 reciever on the roster...If having to chose one or the other the choice is obvious. But no need in getting a WR to stretch the field because we do not have an OL good enough to give TB the time. Why do you think we survive on the short and middle field. You have no choice but to rely on the TE's and slot recievers...If we had a quality OL we could use some of the speed and size we have in the passing game...
I would answer this question by saying that if we could just have a healthy gronk for 19 weeks that neither would be a need.
But since we cant rely on Gronk to be healthy then I think a TE is a need. Say what you want about Amendola, Dobson, Thompkins, and Boyce but we can at least fill the depth chart out. Without Gronk we have no TE capable of doing anything in the passing game. I dont think its a big need just a TE who could get 30-40 receptions.

BECAUSE it is difficult to find a quality TE is very reason that we should use our first pick on a TE. A WR can be gotten later if still necessary after a couple of month's of free agency.
Thomkins wasn't even active for the Broncos game, I wouldn't expect him to do much of anything right now, he couldn't get open last year, I don't see him as a roster lock.
Both Thompkins and Dobson hit rookie walls but it is not uncommon.
If I had to choose, I would select TE, since our TE corps was likely the worst in the entire league last season.
