Or possibly someone going on IR that they didn’t want to be forced to immediately designate as someone who can return (have to do it for the 2 cutdown IR slots immediately, while during season can wait to designate until they want to activate him). I think your scenario is more likely because the IR flexibility value is limited.
 
So Van Roten and Houser are our only back ups for G and C, and both have limited experience at C.

Maybe the Staff trusts Rizy more than expected.

Read the practice squad rules on moving players. You can protect players so they can't be claimed. This is regularly done by every team.

Look at how many veterans who were cut by teams this weekend, and are activated for the first game. This is exactly the strategy I am referring.

It happens multiple times every week. It's ridiculous for you to continue with this.

Wrong. You cannot protect them from being claimed.
Every practice squad player can be claimed by any team at any time.

There will be very few, and they will be short term arrangements, filling in for an injured player, etc.

If your argument were correct we would see practice squad players playing 17 games.
The practice squad is your 54-65 player. Some weeks you need one of them active.
No team has one of their 45 regular actives cut and out on the practice squad so any team can claim them.

It’s an expanded roster, of course it will be used.
That doesn’t mean teams are putting their top 45 on the practice squad to keep players they dint want to put on the field.
If you are right every team will have multiple elevations in weeks 1-3 if the same players who will get meaningful snaps with no injured inactives.

I always thought gameday rosters were 46
But I guess new cba allows 48 as long as you have 8 offensive lineman active. If less than 8 olineman 47 active

The final spots on a roster ARE always practice squad level players. There is never enough NFL level players on anyone's roster. That's why it's so easy to move your practice squad players around while protecting developmental players on the roster.

An NFL team has become a revolving door between practice squad and roster fueled by a new set of rules that were put in during covid.

Don't they need a spot to promote their new punter into on gameday?

2 spots were needed to get down to 53 by 1PM as required. IR designation couldn't be made before 4, so Brown and Britt were waived for 24 hours.

Brown isn’t going on IR, he is going to be resigned.
