The way Daniels is reporting it, it sounds like they haven't made an offer.

Boy I was surprised by the RB switcheroo. Kiner may be better than Larison & Miller, but adding at this late stage, knowing that pass-pro is a huge part of a 3rd down back - that's risky IMO. There's a lot to pick up in this offense that Hendo isn't even good at yet. So, they're passing on the experience of Larison having 2 offseasons in this system for a new guy who hasn't done much more in the NFL than him.
I really hope they can stash Larison on PS - I think he'll be called on at some point this year. Especially if Hendo gets hurt.
Same for Miller.

He’s not a “3rd down back” - he’s “RB3.” Different skill sets. Special teams, ability to step in to replace an injured starter.
