There is no reason to believe that Rizy wouldn't clear waivers. After all, the team would then have to put him on their 53.

Waiving them does not create a reset, but signing them to the 53 for a day and then clearing waivers does.

We’ve seen players waived on cutdown day then active and playing in week one. There will be moves to send some guys to the injury list and more players brought in. Nobody should be celebrating or bemoaning moves now, it’s far from complete.

I’m not sure, actually. I searched and didn’t get that result, rather I found the info that it was 3 elevations regardless for the year. I’ll try and find something definitive.
