It seems that Rupcich or anyone else placed on IR before the cutdown can be designated and return after 4 games of I, up to a maximum of two players. The designation is made on the day of the final cuts.

It would seem that Rpcich should be getting that designation unless they just want to sign a settlement and allow him to go to another team.

I suppose that Brown or Bryant could get the same treatment if the team didn't expect them back until Game 5.

They reached injury settlement with Rupsich

Again, the wording of the rule says they have to be placed on IR on the final cutdown day to be given the DTR designation. They cannot, say, retroactively make Jimmy Kibble DTR (assuming they didn't reach a settlement).

Right but Ruprich is a free agent.

Has anyone heard how long the injury settlement was for? When is Rupcich free to sign??

I haven't. One thing to note (for those unaware) is that he has to wait three weeks after the settlement runs out to re-sign with NE, but can sign with any other team as soon as his settlement ends.
