How is the line of scrimmage defined again? Something like their helmet has to be in line with the Center's belt line?

I guess so you can't jump early and already be in the backfield.

Trent Brown always did that early step and if I remember correctly there is some rule where you're allowed to move your outside foot.

I think the key is the back angle and helmet. The BAL guy looked like he was standing up straight (relatively speaking), so the helmet was not reaching the C's belt.
