It's either a clerical error or some sort, the team changed their mind in some capacity, or the player disputed that he was actually injured enough to be waived/injured and so the team changed the designation afterwards.This was from August 5th under "Reserve List Additions" via the transaction wire:

John Morgan showed up with the same reserve designation, and then the injury settlement shortly after, followed by a termination. Wheatley only appears to have the designation. We don't. Bill did. I just think this regime is going to value "their guys" over someone else's, be that Bill's or otherwise. Character issues not withstanding. All things are equal, Team Wolf/Mayo players stick.We often cut 6th and 7th rounders, and sometimes 5th rounders.

The previous GM had two fistfulls of rings, these guys do not. Bill could jettison a guy without fear of retribution because of his resume. Wolf and Mayo may stick with their guys and make sure they are given a fair chance. Maybe.
