Right. Conventional wisdom is that the Pats will want the wind in the fourth just in case they have to throw. But odds are the Bills will have more possessions in the third than the Pats if the Bills get the ball to start the half. So he could choose the wind in the third to make the Bills throw against the wind on an extra possession.
