Who needs Hoyer? Now we've got 2 emergency backup QBs (/s). I like that he's a Navy guy who's looking to become a Marine Corps officer. Seems like the real deal. As far as football skills, hopefully he lasts more than a few weeks on the team.
 
Perry is not a QB, emergency or otherwise. Anybody who watched Navy knows that passing was a last resort. His job was to run and to pitch. He has elusiveness and worked as a returner in camp for the Dolphins but never won that job.

My guess is Shaun Wade caught the Foxboro Flu but passes it on to Perry after week one and suddenly recovers when he has to come off IR. By that time, he'll be caught up in our playbook. Perry gets cut after week one and gets snuck onto the PS.

We found our backup QB. Honestly, I never was a big fan. Successful as a running QB vs weak competition. Ran a slow 4.63 forty. For someone so “explosive”, he’s kinda slow. Who knows, maybe he’s the new Edelman, quick instead of fast.

Worth bearing in mind there's more to elusiveness than athleticism. We'll see how it goes though. I'm sure Bill's excited. Now he's got two Navy guys on his 53.
 
Let’s also not forget who we play game 1, Perry’s former team. Probably still has the playbook on his iPad ;)

Guessing and as it was, I'm wrong. Hoyer to PS which means he doesn't count against the roster and will be a gameday activation, so Perry takes Harry's place.
