That's not the reason it's being held up. Every side has throw away negotiating points. They'll reach a deal. They have to.

As I said nearly half the deaths are in those 2 states. It is not just testing. NYS death numbers are likely close to 225 now, NJ has 27

34 in Louisiana, 25 in Georgia, small states yet in top 6 in deaths.

This thing is exploding by the minute. Florida will explode with cases and deaths because of the elderly population.
