Actually his first 4 years in the league he ranked: 27th, 12th, 28th, and 18th in terms of interception%.

I don't think that qualifies as very low. 2019, when he got benched, was actually his best year for int%.

His second year 2016 he put up 3400 yards, 26 TDs 9 int. Int rate of 2%. Not bad. Then they screwed him up trying to make him a read option QB, and again 5 coordinators in 6 years with garbage receivers. I wouldn't overpay for him but if it was something less than 13m/yr it could be a win-win where he tries to resurrect his career with a good franchise.
