I'd always thought so (my brother gave me a cassette of this about 15 years ago). I started to wonder after a while and I started searching as this became more well known due to the net.
This youtubers explanation sounds more plausible.
"Yes it was a joke, but you have your facts wrong. The guy interviewing Earl was the actual O's play-by-play announcer at the time, and currently hosts a talk show on WCBM in Baltimore. He's told the real story before. Before each game, they taped a pre-game show called Manager's Corner. They were joking around before a game one night in Seattle back in 1979. The questions were actually real, but Earl gave a phony answer for the first question and the host played along."
"BTW, it never aired, but the tape was so funny they made copies for a few people, and it snowballed from there."
