I actually wondered that about Bolden assuming their intention is to bring him back. There was no need to cut him him even if they do intend to bring him back.
I think you are looking at it too logically if that makes sense. Yes theoretically there is space for all of this without Bolden but if we believe the premise that moves at OT and WR are on their way (as Reiss suggests) then you don't know how long those moves will take to be completed.
Cutting Bolden now (and resigning him in 1-2 days) gives them some time to deal with that. Also there is always still the possibility that a veteran gets traded in the next 1-2 days.
In short.. it just increases flexibility and they are not losing anything by doing it.
