As @XLIX says JG could also make it clear that he would not sign an extension with the other team. While that doesn't stop NE from making the trade, JG taking that position will likely torpedo the trade because the other team won't part with high draft choice(s) without the assurance (in the form of an extension completed alongside the trade) that they won't lose him in a year.
And the Patriots could dismiss the trade and then slap a transition tag on Garrapolo, match the offer he takes, and keep him on the bench as long as they want. Hardball can be played by both sides, and Belichick is as good as they get at it.
