When are the final cap numbers announced

Cap numbers change year round as players get signed and released. I'm not aware of any official date that these numbers come out.

The team will know the effects of adjustments from 2006 before free agency starts. Otherwise, they would not know if they are under the cap, which they must be by March 2. The media will publish the numbers.

I have yet to see the media announce what each team's adjusted cap number is

from everything I've seen and from all the hard work that Miguel has to put into figuring it out for one team, I don't think anybody "announces" these.
