It isn't going to be about the fact that they "can't" choose to match the offer, it will be because they choose NOT to do so based on the salary structure and the likelihood of a front loaded pact, which would limit them in making other moves.
Both Sportrac and OvertheCap.com have the Steelers at just $3mill under the salary cap.

The up to the minute NFL cap tracker has them right in the middle of the pack of 32 teams as of yesterday (our Llyod cut was up so it was fairly recent). They had them at 13 million under and BAL about 11-12 million under. The only 2 teams that were the lowest were the NYG and DAL, each with 2-3 million under, which is correct based on all of Dallas' fan sites.

Just before OT Jake Long agreed to a four-year deal worth up to $36 million with Rams, Steelers made a play to try to get him to Pittsburgh.
This would have made it almost impossible for the Steelers to match an offer sheet. They clearly need a tackle, likely a LT, as I'm not sure that Adams is ready to handle the left side (and based upon the above, the Steelers aren't confident, either). Let's hope that they go the free agent or trade route. The stud tackles will likely all be gone by their #17 pick.

FWIW, the number I'd heard was that DAL had about $200K of cap room—literally, not only are they unable to sign any free agents*, but they can't even afford to sign their soon-to-be-drafted rookies ATM.
*That said, I've also read there's been at least two years in the last ten where, even with cap room, they didn't sign any outside FAs.
This raises an interesting point. I wonder if the Pats (or any other club under the cap) would be able to acquire draft choices in this year's draft for good value from a few teams that will not have the cap space to sign all of their picks.
While I like your line of thought, the answer is "probably not."
They're going to have to make some moves, period; since they're largely shut out of the FA period, that really only leaves draftees and UDFAs. Why would you want to reduce the number of draft picks you get in such a scenario?

Unless the Dumervils and Jake Longs are going to take multimillion dollar pay cuts to play in Pittsburgh (LOL), the Steelers' remaining signings will likely just be the Matt Spaeths and Bruce Gradkowskis of the world--i.e. the kind of signings that won't impact the Steelers' (in)ability to match much one way or the other.
I just think it's more likely that NE has some interest in Sanders at the right price, but aren't necessarily 100% sold on the guy (given the 3rd round price tag) and are checking out other FA options.
Years ago Bob Kraft made the Patriots arrange a trade for Welker
rather than go the offer sheet route. He did not want to tick off
the owner. I don't imagine he wants to upset Rooney.
Personally I think the stories of the Steelers' interest in guys like Dumervil or Jake Long strain credulity. Not only do the Steelers have precious little cap room, as a rule they pretty much never sign high profile FAs. Guys like Ryan Clark were ho-hum, middle-of-the-road signings at the time. Even Kevin Greene in the 90s was considered a declining player when he signed with Pittsburgh.

I also think that lost in the excitement on this board over a potential Sanders signing is that this is a guy who's been nicked up a lot for two of his three years in the league, who has had some foot problems, and ultimately couldn't beat out a lower draft pick (albeit a talented one in Antonio Brown) for a starting spot. Don't get me wrong--I think Sanders is a talented player who can help a team as a starter, and I'd prefer to keep him--but there are some issues with him, so it's not like the team that signs him is guaranteed massive production by any stretch.
It looks like belichick may have brought sanders for a visit to put some pressure on lloyd to restructure. I doubt sanders gets signed to an offer sheet.
