Revenues change from year to year, they were even higher last year. They go up and down.
I'm a skeptic about a Buffalo move not because Buffalo is great shakes but because I doubt there's a city out there that could support them better.

Other franchises such as Jax will move before Buffalo. Buffalo also has huge support of the NY state politicians as the only NY team in the NFL. Goodell's Dad, of course, was a US Senator from Western New York, and I drive down Goodell Street on my way home from work everyday.
As for Buffalo, it has staunched the flow of people leaving finally, it's gentrifying, and in the last 5 years has seen $4.5 billion worth of building downtown. All the industrial manufacturing is gone. In its place, there's biotech and banking. When you couple the population of the county (1.2 million) with Rochester (1.1 million) and the immediate population on the other side of the Niagara (500k) you get a pretty big footprint of about 3 million.
