Interesting question.

I went to the "Constitution and Bylaws of the National Football League." The term "Conduct Detrimental" shows up seven times in the document. It is only specifically defined in Article IX in relation to conflicts of interest and tampering and a few other things, which include financial interests that could be construed to influence a player's performance on the field (like owning an interest in another team or, by logical extension of the terms of the document, betting against one's own team). Otherwise, the document gives the Commissioner virtually sole discretion to determine what reaches the level of "Conduct Detrimental" to the League, for which a player may be disciplined, consistent with the CBA. Individual clubs, interestingly enough, are free to set their own standards, as long as they are not contrary to the Constitution and Bylaws or to the CBA. (The Competition Committee can make recommendations to the Commissioner regarding on field actions that can lead to suspensions or fines, but that's not the issue at hand).

So, I guess one interpretation (as presented by another poster) would be "None." As long as a player follows the rules of his own club and is legally free to participate in practices and to play the game as specified in the CBA. In prison? No can do, because you can't get to the facility. On parole or out on bail awaiting trial for a serious crime? No problem. Lace 'em up! Served your time or managed a sweet plea deal with expensive legal help? No problem. Burress, Lewis and Vick all come to mind immediately.

The real issue is that most of us want to maintain the illusion that the sport in which we invest so much personal energy and, in the case of Season Ticket Holders, money is played by a bunch of great guys whom we'd just love to have over for dinner or hold up to our children as role models.

But, the Constitution and Bylaws don't give the Commissioner the right to use being of the stuff of dinner companions or role models for children as a grounds for declaring that something is "Conduct Detrimental." Only if it could be shown that allowing a particular player to be on an NFL Roster would result in financial harm to the League could the Commissioner keep him away from the game, no questions asked.

The result is that, on a case by case basis, the Commissioner has to test the waters with the owners to see whether they will support his declaring a particular type of conduct or the presence of an individual on an NFL roster as "detrimental" to the League.

My personal view is that the Bylaws should be changed and a few bright lines drawn. But it is clear that there are those who disagree with me. Personally, I'd start with conviction of or indictment for a felony, domestic violence, child abuse and probably a few other things. But, as the Bylaws stand today, the Commissioner can't do anything about any of that unless he knows that a majority of the owners will go along with him and that he was acting in a manner broadly consistent with the CBA.

I think alot of what you post has exceptional merit and is engaging to read. I'm just pointing out sometimes you go HARD off the rails. I have no pre-conceptions of superiority. I'm just a happy go lucky dumb fan.
