I still don't understand why they didn't just push a deal through with a very fair price that would have been much, much lower in the beginning of the year when it was obvious that Welker was the same old #83?

Because Welker is not an idiot.

He's smart enough to understand that any offer the Pats made before the season would be lower than it would be now.

He might well be willing to take a hometown discount, as it were, but I don't think he or his agent would be happy about taking an injury discount, too.
