I think people are starting to overrate Romo as an announcer. He makes a lot of predictions during the game; i.e. "this play is going to be a draw...." He gets a lot right but he also gets quite a few wrong.

I was rewatching the play last night that had the vicious hit. Right before the snap Romo says it is going to be a screen or a draw. Then at the snap he says "yeah it's a screen."

The play was neither a screen nor a draw, it was a pass that was caught 6 yards forward of the line of scrimmage with no "screening" blockers (which of course would have been illegal to have been downfield).
