Patriots not organized after that Fleener catch at goal-line. Were indecisive in trying to sub DT Joe Vellano in for CB Kyle Arrington.

That indecisiveness leads to 12-men-on-field penalty. Could have also been a result of Bill Belichick considering a challenge there.
