I would trade 28 or 17 before I would part with the 33. The 17 is obviously worth more but I don't think the same can be said of the 28 even though it is higher.

I would disagree with that. As a team looking to trade up, you know that you're going to be in a lot of competition for the #33 pick, and thus the #28 pick might be available without the bidding process and could come at a relative discount. Considering that, plus the extra year of contract, the #28 pick is more valuable.
