I was going to say "Hotel Commonwealth" but I doubt they have rooms for that budget. I think your best bet is to hit Orbitz and/or Priceline and, once you've found some candidates in your range, check to see how close to the T they are.
FWIW, I had no idea the T ran between Providence/Boston/Gillette so I'm zero help to you there.
No, stay in Providence. If you're flying in there, its a waste of your time to drive all the way up to Boston for a night. There is plenty of good night life in Providence, good restaurants at Federal Hill and elsewhere. If you are only gonna be there a night or two, there is plenty to do.

On game day's it does. This is the link to the T website for the Gillette train. the times for the Pittsburgh game will need to be adjusted now that it is a 4:15 game, but I'm sure they will do it soon. Oh wait, it's the T. Just do the math in your head
Figures, my first post here and I'm playing Travel Agent!
Stay in Providence. There is a new hotel right across from the State House called the Renaissance Providence. It is associated with Marriott and opened this past summer. Heard nothing but glowing reviews.
It is also across the street from Providence Place Mall and a two minute walk to the train station. That way you'll be close to the T to catch a ride up to Boston during the day.....or if you're lazy, stick around in Providence.....there are just as many quality restaurants as Boston.
I love Boston but I like Providence more because there's not a ton of crime, it's a neat little compact city that's hard to get lost in and Federal Hill = best Italian food outside of Italy.
Skipping over visiting Boston is the equivalent of traveling to the Bay area and skipping over San Francisco and spending time in San Jose because it's easier.
