Spending to the cap...is it possible?

Someone posted a comment from Jonathan Kraft (if i remember correctly, may have been BB) saying the Pats would spend to the cap this year. Since he said it, there's no reason to doubt it but here is my question:

If the Pats DON'T re-up Seymour and Branch this off-season and given what's left in the FA pool, is spending to the cap possible without making a trade for a high profile player or two, say Walker or Moulds for example?

Besides Arrington, whom we are unlikely to sign, there doesn't seem to be a lot of high dollar guys left in the FA pool that would command huge salaries that would eat up the cap. Plus with the re-signing of Neal, Evans, Brown, Hawkins, Poteat at addition of Caldwell it doesn't seem like we have as many roster spots to fill as we did a week ago.

Kind of seems like you've got the cart before the horse here.
