Yeah, it's one of those things where I think he could win with a good team... but to move up to 4 you're also giving up future firsts, so your ability to maintain a good team is hampered a bit. You're certainly not keeping a stacked roster once that rookie earns his second contract. It's a tough call.

If it did, #1 Alex Smith would have had a better career than #24 Aaron Rodgers.

Totally hypothetical.

BB will look at the price to trade up to #4 and decide the best way to build the team is to use the draft picks or trade down for more.

BB thinks he can find Alex Smith or better in the 2nd or 3rd round.

The reality was Smith wasn't even picked at #4, he was picked at #1, which would have taken even more draft capital to obtain, with the same results.

The hypothetical may apply to Ryan Pace, but it doesn't to BB.
