For some of us like me....is there a limit on the number you can tender and
how does a team decide what to tender like.. a 1st or 1st and 3rd?

No, you can tender any restricted free agents you have; there is no limit.
The deadline to tender RFAs is March 4; if they are not tendered, they become UFAs on March 5. Each tender level carries its own tender $$ level that counts against the cap and keeps the player under your control until you reach a new contract, the player accepts/signs the tender and plays under it for that season, or another team comes in with an offer sheet (which you can match - "right of first refusal"; if not after 7 days the team receives the tender level draft pick compensation). The deadline for other teams to make offer sheets is in mid-April. The deadline for tendered RFAs who have not yet signed a new deal or accepted their tender is in mid-July; at that time (or at any time) the team can rescind the tender and let the player walk, or re-offer the tender and continue the stalemate into the season, with the player not able to go anywhere else.
The tenders for 4th and 5th year RFAs are unique to the 2010 uncapped year.
