The 49ers were 1-10, added Garoppolo and won their final five games. The Browns were 0-16, and they would have been 0-16 even if Myles Garrett had played like Lawrence Taylor multiplied by Reggie White.
And both teams finished out of the playoffs, making their 2017 seasons effectively irrelevant. On a strictly rational basis, you'd rather be 0-16 than 6-10 because you get a higher draft choice.
Hence the question now becomes whether you'd want Garoppolo alone last season (noting you'd have to make him the highest paid QB in history, assuming he even wants to stay in Cleveland and hasn't been ruined by a year of playing for the Browns) or if you'd want Garrett and one of this year's top QBs.
The Browns have so many holes that the latter is clearly self-evidently superior, especially since Garrett looks like a force, even if they'll inevitably draft the wrong QB.
