I think you're reading too much into the "garbage" comment and Fleischer's intent in crafting it.
I've spent a lot of time with spinmeisters at Ari's level on the other side of the aisle. They are now just at the "categorical denial" stage. In other words, they're simply flat out lying and figure there's no harm in doing so as long as no one's under oath. There is no "wordsmithing" going on. That comes later when the lawyers and prosecutors get involved.
Until and unless he's under oath, Manning will completely deny that he used or received HGH and use his wife as a smokescreen. Let me put it this way, if a journalist, in a one on one, sit down interview, asks Manning point blank whether he used HGH, he will deny it. In the meantime, he's issuing broad, meaningless, categorical denials in the form of statements and answers to questions in a press conference setting, where he can move on to the next question.
And, he's only throwing his wife "under the bus" if he asks her to lie under oath for him. We're a long way from depositions and possible perjury. It took Balco years to unravel. This will probably take another 18--36 months to play itself out.
If I had to guess at this stage, I'd guess that male and female HGH was sent to the Manning household, so Peyton could have some aircover.
