Of course it should be. Any discussion over the GOAT that doesn't take into account their full body of work is inherently worthless. There are other conversations that you could have that ignore longevity, "who had the greatest peak" and whatnot, but unless you explicitly clarify that you're not talking about longevity then sustained success has to be a main determining factor if you want the conclusion to actually mean anything.

Pretty much any argument for Brady as the GOAT, for example, is intrinsically linked to his longevity. Winning 5 Super Bowls over 15 years requires you to play for 15 years and all.

Kofax, Pedro and Sayers are examples of greatness even if it was for a brief stretch.

Longevity, peak, and legacy moments are all important. Legacy moments are what makes the Brady over Manning argument such an epic blowout. Manning has essentially no major moments of glory, outside of a couple of playoff games scattered in between a huge amount of disappointments. Even his SB wins were duds on his part. Can’t even count the number of magical moments in Brady’s career on the biggest stage and in the playoffs. Brady’s career is defined by clutch drives, epic comebacks and memorable finishes under pressure. Manning’s is defined by putting record setting passes into a box and choreographing a lame celebration during irrelevant regular season games.
 
Underrated compared to what? He’s rated about where he should be by the general consensus, which is a very good player who is certainly well above average, and one of the better players in Steelers history. But comparing him to the other guys on this list? He isn’t in that discussion. In this era if you’re not getting 4,000 yards or have a negative TD:INT ratio you aren’t a starter and probably aren’t even in the NFL, so I don’t see your point. If you’re going off of winning as a major consideration, where are Joe Montana, Terry Bradshaw, and Troy Aikman? Ben is a good to very good QB but not an all-time great.

I had him at the bottom of my list anyway. Dunno where he stands all time, but I would say somewhere between 15th-25th all time
