Question on players who aren't at TC

When a player, like Chad Jackson for instance, is not present at TC, does that mean he isn't with the team at all? Or possibly, is he rehabbing with the team at the team facility? I remember going to camp last year when Bethel Johnson was out and seeing him walking from the training bubble to the field a few times. So when they say Jackson (or others) are not at TC, does that mean they aren't there at all? or just not practicing?

As I understand it.Jackson has been to all meetings and he is there at camp.He just isn't dressed.Whatever Injury that is keeping him out must be an issue because he is concerning the situation a tad bit.
