I would think they would position it as "exceptional circumstances." Not anyone else's fault that this happened but also not Buffalo and Cincinnati's fault that they went through this. So the rest of the league does them a solid by dumping the #1 seed bye and adding a wild card team, the Buffalo-Cincinnati game is canceled, Cincinnati takes one on the chin by probably being the lower seed than Buffalo even though they were on track to win that game and pass Buffalo in the seeding, and on we go.
Then in the 2023 season the NFL says "since you guys loved the 8 seed playoff last year so much, we're gonna make it permanent!" 4 wild card teams become the new normal. And they get a bunch of extra cash from an extra two playoff games on TV.
