In his press conference today, Goodell vowed to move the Jaguars game to London in week 3.
"A text message intercepted near Gillette Stadium gives us reason to believe the footballs measured at 11am will change air pressure in the sun by half-time at 3pm. The text of the message reads, "Belichick expects footballs for both teams to be outside the range again."
"The NFL takes verbal threats to the integrity of the game seriously. We will measure Patriots footballs every quarter throughout every regular season game. The Patriots will be fined a 1st draft pick every time the pressure goes above or below the required range.
"There's a reason this rule was created in 1941," Goodell said. "Even though the footballs are different now, and quarterbacks have different preferences, larger hands and varying grips, and modern teams use their own balls, the rule is in the books."
"I also want to reiterate the Colts are the victims here. Footballs of either team have never changed air pressure inside their stadium," Goodell said to applause.
